President of the Provincial Council

The President of the Provincial Council represents the Provincial Council externally. He/she not only leads the plenary sessions but also heads the presidium, which supports the president in leading the meetings and in the administration of the Provincial Council. For the first half of the legislative period, the president is elected from among the representatives of the German language group, and for the second half from among those of the Italian language group. Fresco by Karl Plattner

In 1954, the then state governor Karl Erckert announced a competition to decorate the meeting room in the new country house. The Mals painter Karl Plattner won this competition, whose fresco can still be seen in the Provincial Council hall today.It shows the city of Bolzano as a closed rectangle around Waltherplatz and the cathedral. The landscapes of the Vinschgau, Etsch Valley and Eisack Valley are suggested all around and Plattner has depicted agriculture, wine and fruit growing in the four corners.Working on the fresco was characterized by many challenges. On the one hand, the fresco was not well received in the local press and on the other hand, the construction work that was taking place in the building at the same time made the artist's work more difficult. So Plattner decided to rework his designs. The plenum

The general assembly of the Provincial Council is the plenum, which includes 35 MP's. The interests and power relationships are reflected in the plenum, and similarities and contrasts become visible. Debates take place, with the aim of convincing political opponents and the public of one's own arguments. At the end of a debate there is usually a vote. Interruptions in the plenary session

Sometimes it happens that a parliamentary group leader asks for the plenary session to be interrupted. The President then interrupts the meeting for a certain time, during which the members of the political groups withdraw to one of the meeting rooms for discussions.

The Provincial Council administration

Around 90 employees work in the Provincial Council administration and, behind the scenes, ensure that the diverse activities of the Provincial Council and its bodies run smoothly. The Provincial Council presidium also includes two vice presidents. They belong to the two language groups to which the President does not belong. Your main task is to support the President in leading the work in the plenary session.

During the plenary session, information for the MPs is continuously displayed on the side screens: names of the MPs who are currently speaking and who are scheduled to speak next, remaining speaking time, motions or bills that are being voted on. Translation Office

The use of German and Italian in South Tyrol is constitutionally anchored. Therefore, all Provincial Council acts are written in both national languages ​​and simultaneous interpretation is used in plenary sessions and committee meetings. This is the task of the translation office employees.

Journalists from newspapers and radio stations follow the plenary sessions from the press gallery. A separate booth is reserved for the public broadcaster Rai Südtirol. But the journalists from the state parliament's press service also report on the MPs' decisions from the press gallery.

General Secretariat

The Provincial Council Secretariat forms the basic structure for all activities that the Provincial Council carries out as part of its institutional tasks. It is responsible for ensuring the functioning of the Legislative Assembly and supports the Presidium in the administration of the Provincial Council. The secretariat is supported by the technical service, consisting of IT service, purchasing and maintenance as well as the post office and printing department.

Office of Ceremonial, Communications and Public Relations

In principle, the Office for Ceremonial, Communication and Public Relations carries out all those tasks that shape the image of the Provincial Council to the outside world, in close cooperation with the President, the Vice Presidents and the Presidential Secretaries. The office also includes the press service of the Provincial Council.

Office of Legal and Legislative Affairs

The Office for Legal and Legislative Affairs of the Provincial Council advises the offices and bodies of the Provincial Council as well as the members of parliament on legal and legislative matters. Therefore, employees of this office are present at all Provincial Council meetings. Other tasks of the legal office include examining draft laws and writing reports on topics relating to autonomy law and federalism.

Pörnbacher's bucolic scene depicts farmers working in the fields. The mural conveys a friendly and happy atmosphere, which he achieves with a suggestive symphony of green and yellow tones. Legislative Committees

The legislative committees work on behalf of the entire Provincial Council and are tasked with technically reviewing the draft bills received before they are dealt with by the plenary session. In addition, they submit reports or applications on matters that fall within their professional responsibility, either on their initiative or on behalf of the Provincial Council. The number of legislative committees, their areas of responsibility, and the number of their members are determined by the resolution of the Provincial Council. The composition of each legislative committee must correspond to the strength of the language groups represented in the Provincial Council and, if possible, that of the parliamentary groups. Office of the Presidency 

The Office of the Presidency of the Provincial Council includes the president, two vice presidents and three presidential secretaries. The political minority must be represented on the executive board. The Office of the Presidency, which is headed by the Provincial Council president, is primarily responsible for tasks related to the administration of the Provincial Council. For example, it approves the state Provincial Council's draft budget estimates and final accounts. How is a law created?

The most important function of the Provincial Council is certainly the legislative function. A law is created in five steps: 1. A legislative proposal is submitted by members of the Provincial Council, the Provincial Government, or a referendum. 2. The bill is being examined by a legislative committee. 3. The bill is being discussed and passed in the plenary session of the Provincial Council. 4. The Provincial governor certifies the passed law. 5. The committee of parliamentary group chairmen consists of the chairmen of the parliamentary groups and the members of the presidium. Ballot box

Normally, voting in the Provincial Council takes place openly and using electronic devices. However, when it comes to people, secret voting is the rule. To do this, the MPs go to the voting booth, fill out the ballot paper and then put it in the ballot box.

The fresco in the foyer of the state parliament illustrates South Tyrol's bridging function between two cultures. The old Castelrotto Bridge served as a model. Secular and ecclesiastical power are symbolically represented on the left and right, the pillars and also the most important power factors of the society at that time. The bishop, Meinhard II of Tyrol, Walther von der Vogelweide, Michael Pacher, Beda Weber and Andreas Hofer, whom Fellin considers to be the spiritual fathers of the country, are inserted in runic script into the bridge railing. The election of the Provincial Council

The Provincial Council is the highest body for political decision-making, elected by the people. The Statute of Autonomy provides that he is elected by universal, direct, and secret ballot and according to the proportional representation system for five years.
